Annual report 2018 - Number of imported pre owned cars increases, so does the risk for odometer fraud.

In 2018, 819,345 Car-Pass documents were issued, 1 out of 10 for imported vehicles. The number of Car-Passes issued for imported vehicles has increased by 50% over the past 3 years. To counter odometer fraud with those vehicles, as from 1 January 2020, the manufacturers and importers must share the odometer readings registered in their central database with Car-Pass when a pre-owned vehicle is imported into Belgium.


1,648 odometer fraud cases were found in 2018.On average, over 64,000 km were deducted from the odometer mileage. 


In 2018, Car-Pass received 16.1 million odometer readings from 11,848 different sources. This equals 2.5 readings per registered vehicle.


The large number of data processed by Car-Pass provides an interesting insight into the driving behaviour of the Belgian car fleet. On average, a diesel car, not older the 2 year, drives 26,657 km a year. A similar petrol car, drives a mere 14,219 km.
