Car-Pass: annual report 2024

For Car-Pass, 2024 was a record year. The non-profit organisation issued just under 850,000 Car-Pass documents and processed almost 22 million counter readings last year. With only 1,411 cases, the phenomenon of counter fraud is virtually non-existent in our country. Car-Pass recorded descriptions of works carried out for the first time in 2024. This immediately exceeded 7 million. Car-Pass is thus evolving from an instrument against odometer fraud to a fully-fledged digital service booklet that provides potential buyers with a transparent picture of the used car they have in mind.
Number of Car-Pass documents issued increased by 4.4% in 2024
Used cars experienced great success in 2024. The number of Car-Pass documents delivered rose correspondingly by 4.4% to 849,860 units. The average Belgian used car and van for which a Car-Pass was issued was 9.4 years old and had 106,021 km on the odometer. The share of imported vehicles remained stable at 12.5%.
Car-Pass processed 21.86 million counter readings from 14,141 sources
Car-Pass received 21.86 million odometer readings in 2024, which is 12.8% more than in 2023 and an all-time record. The increase is mainly due to odometer readings from connected vehicles, of which Car-Pass processed 4.28 million. 14,141 different companies and establishments shared at least one odometer reading last year. We broke the 2023 record of 390 units.
Passenger cars covered an average of 14,220 km
Car-Pass manages the central register of odometer readings for the Belgian car fleet, giving it a good understanding of automobility. The result of this is that a Belgian car drove an average of 14,220 km last year. De average van drove 16,540 km. The differences with 2023 are small.
Car-Pass received over 7 million descriptions of work carried out
Since 1 January 2024, all professionals have been required by law to communicate to Car-Pass not only their odometer readings, but also a description of any work carried out. This enables vehicle owners to provide proof of the work that they have had carried out on the vehicle. This is obviously of great value to a subsequent buyer, who can then gain a more accurate picture of the vehicle’s history. The largest fraud in 2024: have a million kilometres off the odometer
In 2024, this allowed 1,411 cases of odometer fraud to be detected. 850 of those were related to domestic sales (0.11% of the total) and 561 (0.53%) were cases involving tampering at the time the vehicle was imported into the country.
Michel Peelman, managing directo of Car-Pass non-profit confirms: “We may say that the Car-Pass is playing its part and that odometre fraud has almost disappeared in Belgium. But if kilometres are still tampered with, the damage is substantial. On average, fraud reduced the odometer reading by almost 100,000 km (99,130 km to be precise). It is therefore still important that buyers continue to pay close attention to the Car-Pass.”
The tables show the 10 most serious frauds of 2024. At the top of these rankings is a 2018 Mercedes Sprinter with almost half a million kilometres taken off the clock.
