First-hand information about your used vehicle

A Car-Pass is a legally-required document that the seller must hand over to the buyer when selling a used vehicle. It shows the odometer history of the sold vehicle. As a buyer, you get a transparent picture of the vehicle’s odometer history. You can check whether the odometer reading is correct at the time of sale. 

Since 2024, garages must also forward a description of the work they have carried out on the vehicle. This will allow the Car-Pass to evolve into a digital service booklet that provides an overview of the maintenance and repairs carried out. You can therefore check whether the vehicle has been maintained regularly and promptly and whether important (and/or expensive) parts have been replaced. This information obviously helps determine the value of the vehicle. You can view the maintenance history of the vehicle by scanning the QR code on the Car-Pass document.

In addition, the document contains the following important information:

  • the chassis number of the vehicle (VIN);
  • the brand and model of the vehicle; 
  • the emission standard (Euro standard);
  • the CO2 emissions;
  • whether the vehicle still needs to undergo a Post-Accident Vehicle Inspection;
  • whether any recalls need to be carried out on the vehicle;
  • the date on which the vehicle was first registered (in Belgium);
  • the date until which the Car-Pass is valid (up to two months after issue) 

How much does a Car-Pass cost?

A Car-Pass costs €10.80 including VAT. If fewer than four odometer readings are shown on the certificate, the Car-Pass is free. This price is set by Royal Decree.

Where can I get a Car-Pass?

If you want to sell a used vehicle, you must take it for a used vehicle inspection at an inspection centre. The Car-Pass will be issued automatically when the vehicle passes the inspection. Inspection centres can be found 

You can also obtain the document at the counter of any inspection centre. An appointment in this case will be unnecessary. The vehicle will have to be physically brought in, however. The Vehicle Identification number (VIN) and the odometer reading must be recorded before a Car-Pass document can be issued.

Protected against forgery of counterfeiting

The Car-Pass is printed on special paper that has a hologram on it to make forgeries and fraud much more difficult. Do you have a suspicion that the document is a forgery or the odometer readings are incorrect? You can scan the QR code or fill in the Car-Pass identification number here. The data on your screen should match the data on the document. If not, or if you get an error message, there is high chance the document is a fraud or expired some time ago. 

What obligations does the Car-Pass legislation impose?

  • Garages, body repairers, roadside assistance, tyre centres: all professionals in the automotive sector are legally obliged to forward the odometer readings and descriptions of the work carried out on each car or van they work on to Car-Pass. The inspection centres forward the odometer reading to Car-Pass even when a car or van undergoes a technical inspection.  
  • Anyone selling a used vehicle – professional or private – must present a Car-Pass to the buyer unless the buyer is a vehicle dealer or garage. 
  • Reversing or preventing the registration of the odometer reading is a punishable offence.
