The odometer reading will be recorded whenever you take your vehicle to have professional work carried out on it, e.g. to a garage, tyre shop or vehicle test centre. It is obligatory for this information to be shared with Car-Pass, together with a description of the work carried out, the date on which the work was carried out, and the chassis number (VIN) of the vehicle. This information can also be found on the invoice or test certificate.
For vehicles imported from the Netherlands, Car-Pass requests the odometer history from the RDW, the service that manages the Dutch central odometer readings database.
Most vehicle manufacturers have a central database in which odometer readings are registered by their dealers at home and abroad. Manufacturers and importers are obliged to forward the odometer readings from their database to Car-Pass when a vehicle of their make(s) is imported into Belgium. This is very important to prevent odometer fraud with imported used vehicles.
Modern vehicles are often connected and can therefore forward the odometer reading to the manufacturer’s database. The manufacturer is obliged to share the odometer readings from this database with Car-Pass four times a year. This ensures Car-Pass can build up a reliable odometer history, even without the vehicle having been to a garage.
As soon as a passenger vehicle or light commercial vehicle is registered for the first time in Belgium, the Federal Public Service for Mobility and Transport reports a set of basic characteristics to Car-Pass. This dataset includes the VIN, brand and model, date of first registration (in Belgium), the emission standards, the CO₂ emissions and the fuel type.
Car assessors will inform Car-Pass when they decide a vehicle must undergo a Post-Accident Vehicle Inspection before it can go back on the road. This report is drawn up via Informex. You will no longer be able to drive the vehicle on the road until it has passed a specific Post-Accident Vehicle Inspection.
Car Manufacturers and importers are obliged to forward the details of recalls that still need to be performed on the vehicle when the Car-Pass is handed over. A schematic overview of data flows can be found here.
