Car-Pass annual report 2022

The annual report of the non-profit association Car-Pass shows that 2022 was marked by a decrease in the number of requested Car-Pass documents but also in the number of cases of counter fraud, especially in imported used cars. Also positive was the increase in the influx of odometer readings, especially those of connected vehicles. This is despite the fact that some importers do not comply with their legal obligations in this respect.

It pleads for technical requirements for vehicles to prevent odometers from being easily manipulated, but it also emphasises that all Member States should have national mileage registers and engage in cross-border exchange of data from those registers.

A study for the European Parliament calls for concerted action against mileage fraud

A study for the European Parliament’s Transport and Tourism Committee (TRAN) which has just been released identifies concrete recommendations on how to end mileage fraud in the EU. It finds that up to 50% of the second-hand cars sold in some countries have a manipulated odometer. It highlights the remarkable economic profits fraudsters make from this deceptive practice which costs consumers dearly and has profound negative effects on safety and on the environment.
