    For Car-Pass, 2024 was a record year. The non-profit organisation issued just under 850,000 Car-Pass documents and processed almost 22 million counter readings last year. With only 1,411 cases, the phenomenon of counter fraud is virtually non-existent in our country. Car-Pass recorded descriptions of works carried out for the first time in 2024. This immediately exceeded 7 million. Car-Pass is thus evolving from an instrument against odometer fraud to a fully-fledged digital service booklet that provides potential buyers with a transparent picture of the used car they have in mind.

    For several years now, the Car-Pass document has listed whether any recalls need to be carried out on the vehicle. During the first 6 months of 2025, one Car-Pass document out of eight reported one or more open recalls. Car-Pass is now placing a VIN based module on its website that allows anyone to check  whether a recall has yet to be carried out on their car of van.

    Car-Pass is expanding its operations by adding the state of health (SOH) of the battery of second-hand electric cars to the document from the beginning of next year. Minister for Consumer Protection Rob Beenders and Minister for Mobility Jean-Luc Crucke are signing a letter of intent to this effect. ‘This will make it clear to future buyers of second-hand electric cars what the condition of the battery is. This has been a major issue for which there has been no conclusive solution until now. We are going to change that,’ adds Minister Beenders.

  • Car-Pass: Annual report 2025

    The annual figures from Car-Pass non-profit show that used cars are getting older. The average used car for which a Car-Pass was issued in 2025 was 9.8 years old. In 2008, this was just 7.9 years. It is therefore hardly surprising that consumers are seeking reassurance. Our survey shows that 88% intend to consult the Car-Pass before purchasing a used car. The inclusion of the maintenance history, outstanding recalls and the condition of the battery on the Car-Pass clearly meets consumer demand. With only 1,466 registered cases in 2025, the phenomenon of odometer fraud fortunately remains marginal in Belgium.
