Car-Pass: Annual report 2025
The annual figures from Car-Pass non-profit show that used cars are getting older. The average used car for which a Car-Pass was issued in 2025 was 9.8 years old. In 2008, this was just 7.9 years. It is therefore hardly surprising that consumers are seeking reassurance. Our survey shows that 88% intend to consult the Car-Pass before purchasing a used car. The inclusion of the maintenance history, outstanding recalls and the condition of the battery on the Car-Pass clearly meets consumer demand. With only 1,466 registered cases in 2025, the phenomenon of odometer fraud fortunately remains marginal in Belgium.
855,169 Car-Pass documents issued
The second-hand market performed very strongly in 2025 and, with 855,169 Car-Pass documents issued, we naturally followed that boom. The average Belgian second-hand car and van for which a Car-Pass was issued was 9.8 years old and had 107,127 km on the clock. We note that the average age has risen by 2 years over a 20-year period. The proportion of imported vehicles stood at 12.7%. Notably: 13.2% of all Car-Passes mentioned one or more outstanding recalls.
Car-Pass processed 22.98 million odometer readings from 14,597 sources
These are both all-time record figures. The increase in the number of odometer readings processed is mainly due to data from connected vehicles, of which Car-Pass processed 5.16 million from more than 40 different brands. Over the past year, Car-Pass also received data from various Chinese brands for the first time: BYD, XPENG, Leapmotor, Omoda and Jaecoo. The EU wants to follow Belgium’s example and oblige manufacturers to share this data with all member states.

65% of buyers say they consulted the Car-Pass beforehand, and 88% of prospective buyers intend to do so. More than 80% of recent and prospective buyers consider the Car-Pass a (very) useful document and an effective tool in the fight against odometer fraud.
The average budget of buyers was €12,160. Half paid less than €10,000 for their second-hand vehicle.
“Are private individuals willing to buy a second-hand electric vehicle?” 14% of prospective buyers stated that they would definitely consider it and 31% think they might. The (radical) non-believers are still numerous. 26% want nothing to do with second-hand electric vehicles and 28% probably won’t. 80% are (strong) supporters of the SOH being listed on the Car-Pass.
The biggest fraud of 2025: odometer rolled back by 370,000 kilometres
In 2025, 1,466 cases of odometer fraud came to light. 923 involved domestic sales (0.12% of the total) and in 543 (0.50%) cases, the odometer had been tampered with when the vehicle was imported into the country. On average, the odometer reading was reduced by almost 80,000 km (79,379 km to be precise) in cases of fraud. It is a 2010 Mercedes E-Class diesel that tops this sad ranking (see table below) with a reduction of 370,000 km.
Michel Peelman, managing director of the non-profit organisation Car-Pass, concludes: “We have observed that there is a significant need among consumers for transparent information about used cars. We aim to meet this demand by adding as much relevant information as possible to Car-Pass, such as the state of health (SOH) of the battery in electric vehicles. The reform of the technical inspection in Flanders will have significant implications for the operation of Car-Pass. We are monitoring this issue closely to ensure the continued provision of the document in the future and to prevent fraudulent practices from resurfacing.”
